Ferrer was told directly by law enforcement officials about prostitution on the site "and is regularly copied on the hundreds of law enforcement subpoenas and requests that Backpage.com receives each year related to prostitution and sex trafficking of both adults and minors on the website," according to the affidavit.

The former owners of the Village Voice in New York City, Michael Lacey, 68, and James Larkin, 67, are charged with conspiracy to commit pimping. The Arizona men, who also once owned the Phoenix New Times alternative weekly, are Backpage.com's controlling shareholders, said California Attorney General Kamala Harris, whose office filed the charges.

California authorities say Ferrer was arrested on several pimping charges, including one involving minors. Under California law, pimping is defined as making money off prostitutes or soliciting customers for prostitution.

Backpage has argued that it merely publishes advertisements that are created and provided by others, but the Washington Supreme Court ruled last year that the company didn't just host the ads, but helped develop the content.

Backpage.com CEO Carl Ferrer was arrested Thursday and his Dallas headquarters was raided after officials in California accused him of felony pimping a minor, pimping, and conspiracy to commit pimping. Under California law, felony pimping is defined as making money off prostitutes or soliciting customers for prostitution. Texas' attorney general's office added money-laundering to the list of alleged crimes.

However, the criminal complaint and affidavit, like the Washington lawsuit filed on behalf of three underage girls, contend that Backstage actively coached advertisers in how to write advertisements in ways that would stay within legal limits while still encouraging commercial sex."Why bring this crazy legal theory if they're proceeding so cautiously and then have it go nowhere?" Goldman said. "If the prosecution failed so early and so convincingly, it would be a pretty stinging rebuke of the attorney general's office."

"The Communications Decency Act was not meant to be a shield from criminal prosecution for perpetrators of online brothels," Harris said in the statement. "We will not turn a blind eye to the defendants' exploitative behavior simply because they conducted their criminal enterprise online rather than on a street corner."

"This Court finds it difficult to see any illegal behavior outside of the reliance upon the content of speech created by others," Bowman wrote in Friday's ruling. "The whiff of illegality is detected only when considering the alleged content of the statements contained in the ads."

She said prostitution ads violate Backpage.com's policies against illegal content, that the company blocked the posting of ads using terms that violated those policies and removed ads when contacted by law enforcement

A California court affidavit says Ferrer expanded Backpage.com's share of online sex marketing by creating affiliated sites including EvilEmpire.com and BigCity.com with related content.

California officials said their investigation was prompted in part by the National Center for Missing and Exploited Children, which reported 2,900 instances to California authorities since 2012 when suspected child sex trafficking occurred using Backpage.com.

SACRAMENTO, Calif. (AP) — A California judge rejected pimping charges Friday against the operators of a major international website advertising escort services that the state attorney general has called the "world's top online brothel," citing federal free speech laws.

Westerkerk, or 'West Church,' is a Protestant church that is located near the Anne Frank House. Its tower is a symbol of the city and many famous Dutch songs and poems have been written in celebration of the church's tower, which is over 85 meters high and was completed in 1638. (AP) — A California judge tentatively rejected pimping charges Wednesday against the operators of a major international website that advertises escort services and was called the "world's top online brothel" by the state attorney general. But he gave both sides more time to submit briefs before issuing a final ruling next month.

State agents have raided the Dallas offices of adult classified ad portal Backpage.com and arrested Chief Executive Officer Carl Ferrer following allegations that adult and child sex-trafficking victims were forced into prostitution through escort ads posted on the site.

Iran's Ports and Maritime Organization said in a statement that the government had received the appropriate assurances from Maersk Line. The Danish company had, "ensured the provision of a letter of guarantee for the enforcement of the judicial decision," the statement said.

The California complaint says that rather than simply being a conduit for ads created by others, Backpage.com's rules and screening process essentially coached advertisers in how to advertise commercial sex.

The site advertises a wide range of services, but Harris charged that more than 90 percent of its revenue — amounting to millions of dollars each month — comes from adult escort ads that use coded language and nearly nude photos to offer sex for money. Court documents say affiliated sites including EvilEmpire.com and BigCity.com expanded Backpage.com's share of online sex marketing.The city's central shopping streets emanate from near the Central Station, and offer a wide variety with an emphasis on fashion and clothing. McDougall says Backpage will, in her words, "take all steps necessary to end this frivolous prosecution and will pursue its full remedies under federal law against the state actors who chose to ignore the law, as it has done successfully in other cases."

By charging for the ads, Harris alleges the three men violated the state's law against pimping, defined as making money off prostitutes or soliciting customers for prostitution. Some of the ads involve children under the age of 18, court documents say.
